Cackling Witch Pink Hair Halloween Decor On Umbrella Stand Black Purple

This is a witch with hard face and hands and is on a small wood block base with what looks like an umbrella base to stand on? I can't find any markings on this. It's about 20” tall The cover on one of the spokes is missing. The witch's wrists are not connected well inside the fabric-not sure if it supposed to be this way so they hang a certain way or if they got broken in side the fabric. There is a button and she makes a cackling sound
