I measured 17 1/4" from the waist to them hem... 18 1/8" across the waist...

@cc1957 thanks! I didn’t see any of your replies because you didn’t tag me. I just checked back now in case you did that. Sadly, both skirts will be too big on me if the hip is definitely 36” on them. I’m surprised the hip is that wide on size zeros.
