Hi there! My hips are approx 39". I like my skirts to have some wiggle room. Would this be too tight for me? Looks like the topmost panel is more snug than the others. Thank you!

@tinkerlily I think it be too tight that was my problem the rest of the skirt was great but the top doesn't give any weight at all and it was uncomfortably tight

what I was trying to say is the skirt is very tight around the waist and hips and it doesn't give any stretch at all
