jackiewillia663 measurements please of waist and length, is it a dress? can it be worn as as a skirt

yellowcrown @jackiewillia663 I guess with some finesse you can wear it as a skirt but this is a bandeau dress, the horizontal stripe part is the bust and the straps go around the neck. I’m about to measure the length in a moment but it fits right over the knee for me.
