Brilliant blue dress with elastic sleeves, pleated skirt with original sash belt

This was worn once for Disney Dapper day and was VERY comfortable. However there are stains on the front chest and skirt (see images). Worn with a different belt but this comes with original sash. Waist is elastic! Left arm elastic is worn out and was that way when I received originally. Right sleeve is tighter. I have2 red belts with this to include, one 33” long, the other 36” long. Think Agent Peggy Carter! Armpit to armpit 19”, waist 17.5” stretched, shoulder 15.5”, collar to hem 41.5” just above knee for 5’6”. Fit me fine with a 36D bust.
