@drop2sellit Hello! Yes the interior is flat to pack since the handle is fully outside. Every airline has different size requirements for under seat items, and it looks like this would work for some but not others. I’d recommend googling the requirements of your usual airline and comparing to the measurements in the description to be sure. :)
