Brass Incense Dome with Animal Handle

This is in nice pre-owned condition, although I'm not certain of its purpose. Because this domed lid has ventilation holes, I assume it holds incense sticks for burning. I don't know what kind of little critter is posing on top, what do you think it is? The size is approx. 3 inches in diameter at its base, and 1 1/2 inches tall. This item could be polished and would look much brighter.
