Brand new, never worn, SHEIN Yellow strappy sun dress/top

Had a completely incorrect SHEIN order delivered to my house. After several tries to return it and the package coming back to my house, I have decided to sell off what was sent. I honestly cannot tell if this is supposed to be a dress or a top. It's cute, just not my style. It's double-lined with adjustable straps, and has strings in the front to tie as well. Never worn, just taken out of package for photos.
