Boutique black/white cap sleeve dress

Boutique dress purchased in NY Capitol. Black and white paisley print skirt and border top dress. V-neck with bow tie high waist. Soft silky material. Lays just above my knee and has loose fit on me (5' 7" & 125 lbs). Elastic waist within bow tie waist.
