Boutique Polka Dot Dress

I purchased this super cute dress at a Boutique Show, there are two small details on the dress that may need some TLC, which I have pictured. 1) The belt was oddly attached and is loose. 2) there are tiny marks on the dress, I would assume where the belt was ment to be attached. I planned on fixing but can't seem to find the time. My loss, your luck!
