Bootcut Jeans

Light wash boot cut jeans from Forever 21. The tag says 31 and underneath is another tag stating 9 so please go by measurements. There is also a small spot showing wear in the last pic from the back of the leg. The waist is 31”, rise 9” and inseam 34”.
