Blue ruffle cocktail dress

Is it a sun dress? Is it a cocktail dress? Is it a costume worn by a trapeze artist at a circus? I don't think this dress even knows but heck you could use it for all three! Be like my dog Pistachio and use this for many different occasions. Like, the couch cushions and side of the house doubled as chew toys to him.
