Blue dress with cinched waist

Royal blue dress, made from smooth and cool material. Clinched waist with loop holes for a belt (no belt included). Can easily be cut off if preferred. Hem is higher in the front ( going down to just above the knee) and lower in the back ( down to mid calf). Only worn 2 times. Like new condition with no defects.
