Blue Bird boutique mint peplum ruffle top M/L

Blue Bird boutique peplum top with ruffle and pleating detail on the front. Mint green with bright violet and white floral pattern. Size Large, but runs small. Laid flat pit to pit is 19" across, elastic waist is 15" unstretched, length shoulder to hem is 25". A few irregular seams/dropped stitches (see photo), but none noticeable. It's a soft and drapey fabric, but it doesn't have any stretch. Feels like rayon or viscose, but unfortunately doesn't have a care tag. Never worn, EUC
