Black vest and skirt dress

Neutral Territory brand black dress that looks like a vest and skirt. Both parts black with contrasting fabrics. Vest is a cotton linen blend, skirt is viscose. Marked size 8, fits more like a 6. Maybe vintage, maybe just a boutique brand.
