Black velvet maxi dress size probably 10

This is a beautiful black velvet dress that would be perfect for a holiday party. Has shoulder pads that could be easily cut out. The tag is damaged, so I don’t know the exact size, but the waist is 28“. The length is 52” (from shoulder to bottom of dress). Feel free to ask for more measurements!
