Black velvet English writing jacket Victorian

This isn’t a real English writing jacket it just looks like one very Victorian and appearance. Kind of steam punk. It might’ve been worn once if ever. I see no flaws. It is fully lined.. The front has four hooks and eyes. The buttons are decorative. The sleeves also have three large velvet covered buttons.
