Black evening cocktail dress

Rare Editions brand. Black cocktail dress with tie in the back. Has mini rhinestones throughout, wispy cuffs and a silver rhinestone heart on the chest. Tag says size 12 but it seems small to me... from the top of the shoulder to the bottom hem is 30 inches. Purchased at Dillard's
