Black cocktail ruffle dress with cowl neckline, vintage forever 21

This is a black cocktail dress with a lot of really cute details. The sleeve has rushing so you can adjust it and have it with a bow or you can leave them out. It is lined so you don’t have to worry about anything showing through and it has a cowl neckline. This doesn’t have any size tag, but it is vintage forever, 21 because it has an old tag on it. I would probably say it fits an extra small to a small.
