Black and white cocktail dress NWOT

Classy black & white cocktail dress with ruffled/layered top that can be worn with or without straps. Very elegant but flattering and forgiving. Large rhinestone detail that can be removed. Tag says size 11/12 but fits like a US size 8. Bought for fundraiser event & never worn. Flat measurements: 14.5" waist, 17" across hips, 28" top to bottom hem. Made of 100% polyester, dry clean only.
