Black and blue polka dot dress

NWT black and blue polka dot dress by Danny and Nicole from JC Penney. women's size 16. This dress is missing the hook closure at the top in back of the dress and one of the belt loops has come undone. It has never been worn, only tried on years ago. so other than those 2 fixable flaws, it's in great condition. Material is not stretchy. The top shoulder and neckline parts of the dress are sheer. Below that in the back, the dress has a zipper. pit to pit: 19.5 inches waist:17.5 inches length:37 inches
