Black Tights w/ Ruching at Bottom

Capri length tights with ruching or gathering at bottom. I’m not sure the best way to describe. They are cute. Material feels like tights vs leggings. I don’t think I ever wore them. I did wash them just in case. Purchased at a local boutique. Measurements in photos. Smoke free, cat 🐈 🐈‍⬛ friendly home.
