what's the waist measurement please

@brandyrobins518 -- the waist is 13" - seam-to-seam, with skirt laying flat. It stretches to about 19-20", so it can go over the hips. The waistband fabric is stretchy - there is no actual elastic band, and so no puckering once on. Skirt length is 40". Thanks for your interest!
