Bebe knee length black tie neck dress

Bebe black knee length dress with tiny cut outs all the way up and down in rows. It is skin tight all over the body but flares out at knees. It has an adjustable neck tie. It has a back zipper. Approximate measurement in inches Bust 15 Waist 12 Hips 14 Length from bust to bottom 31 excluding neck strap It says size 4 but it doesn’t have a lot of stretch and is too tight on my chest.
