Beautiful unique Kyrgystani maxi skirt or midi dress. 30" waist

Made In Kyrgyzstan KG Size 46 Made and sold in Kyrgystan to promote local arts and economy. I can't tell what the skirt fabric is...it feels like a soft cotton or silk (but not silky). The green waistband is smocked in the back, providing some stretch. It may be polyester. This skirt has pockets, hemmed in a silky black. Because of the pockets, I'm assuming this is a skirt. But, per pics, you may be able to wear it as a dress as well. Truly unique garment Measurements (flat) waist: 15" length: 40"
