what is the waist and hip measurement?

Hi. I was getting ready to send you the measurements and realized the zipper does not zipper all the way down. The seam around the zipper needed stitching and I had someone to fix it but they fix it where it doesn’t zip all the way, It goes about 3/4 ways down. If you send me your address you can have the skirt. Waist 17 Hips 22
