Beautiful Blue Pottery Bowl

This bowl(?) is blue with a gold and red swag design. It has a darker blue, gray, purple, and lilac border. It has a very small chip on the outer rim where my finger is in the last photo. The signature on it says Bay. There is white on top of the things in the middle.
