Baby blue and brown striped skirt

A previously loved skirt, as an elastic waist. elastic waist is stretched out as in the elastic no longer stretches so it would need to be replaced. The trimming of the dress has sequence all around it as well as a brown slip underneath the skirt and a cute floral design on the side. There's a faint stain on the skirt see photos but nothing to compromise the beauty of it.
