@alisoncole22 , sorry , info late coming . The waist would be 14” , the hip measurements are 17 1/2”
this fabric is heavy knit and has a lot of stretch to it , plus clings to if smaller , hard to explain but would fit small to medium due to the quality of the knit ( I’m 4 and it fits me, my daughter had one and she’s a size 6 and fits her , I hope that helps some :)
