This is a decorative collectors plate. The design features Large building and is labled Palazt der Republik. Around the edge are the words Berlin Haupstadt Der DDR Stadtzentrum. My best guess is that this plate is made of brass. The back of the plate is not marked but the impression of the letters Stamped on the front can be seen.
