So I purchased some XS off event that were supposed to be 10s. My daughter is a size 9 and they were too small. What stree size would you say these are?

I believe they are 11/12, I was just hoping they were closer to 12s. (Box states small.). My daughter’s foot was just growing, so timing was off!
