It is part of the Wtoo by Watters line. This is a sample dress; I purchased at a sample sale but it ia too small for me now. It is NWT, from a smoke free, child free, pet free home. There is a 0.5 inch hole in the top layer of tulle near the zipper, that I discovered as I was listing it (see photo for details). The hem has some light grey from people trying it on, but other than that, this skirt is perfect. It is no longer sold by BHLDN, and if you want one that is not a former sample, you can pay full price at the Watters website.
