What is the length across the waist line and does it run small?

@starlight1993 Hello! So sorry for the delay in my response. The waist measures approx 15 1/2”. (I have it listed under junior sizes, but a 31” waist would be more like a women’s medium, so I must update my listing.). I apologize, as I’m unsure if this measurement means it runs big or small.
