Artisan made tunic

Artisan handmade tunic. Harberdash Soul Co. Soft fabric. Suppose to be a 2t however it’s smaller than the other one I have that is also a 2t. Elbow sleeve collar is not perfectly even. See last picture Shoulder to hem: 16” Pit to pit: 10”
