cherishedhope @cookie0109 Hi! Thanks for visiting! The 17.5 doesn’t include the pendant drop. It’s the inside circumference. Hope this helps!

cherishedhope @cookie0109 it’s hard to say because you need a little extra wiggle room to fasten the toggle clasp. however, I just had a thought, I have 5” necklace extenders, I haven’t listed yet. But I tested it with the toggle and it will work with this cat necklace. It will give you an extra 1”-5” of length. I would be happy throw one in for free for you.
