lenaseve @thriftygypsygrl no stretch in this dress. Lying flat- the smallest part of dress measures 16” (it’s like the part of the empire waist right where the ribbon sits and blue material starts. There is a side zipper. The straps are adjustable and this is lined below the empire waist. From the top of dress (not including straps) to bottom measures 29”
