Antique Military Metal Frame with Velvet backing

We don't know the age or provenance of this frame. Silver metal with eagles at the top and bottom, flag medallions on each side. Has 2 round feet at the bottom as if it's to stand on the table, but the fold out stand is no longer attached (we think it was hung on the wall instead. Brown velvet insert to hold a photo 3 x 5 inches, presumably a military portrait from Army, Navy, etc.
