Ann Taylor LOFT blue military skirt with pockets. Elastic waistband, so can be worn around waist or hips depending on the look you want! Worn minimally and taken great care of. Shell and lining are attached at bottom as visible in second to last picture. Flowy, casual fit. Size S, but LOFT runs a little large (I usually wear M in other brands).
