Waist is 13in, but fabric is stretchy. Shirred at sides. Super soft, sexy dress. Says size 8, but fits like a 2/4. Slight drape to the neckline. Hits just above knee on me and I'm 5'5. 38in long. Suits in the short sleeves. In brand new condition. Just making space in the closet!
