Altar’s State Matching Skirt and Crop Top Set

This elegant women's dress features a beautiful blue floral pattern on a cream background. Both are new with tags, but the skirt has three very small holes at the bottom on the skirt (in photos). Never worn. Top is size small, skirt is M but the waist is only 13”.
