@afaustin I think so but I’m not a size 4 so I can’t be sure. According to the Alice and Olivia’s size guide, their size 4 should fit someone with the following measurements: bust 33.5 - 34.5, waist 26-27, hip 36-37. Also the material of this dress does have stretch to it, so I would compare the posted measurements with a dress you have with with moderate stretch. Hope that’s helps!
