goodolejim @nolanlight believe to be a 31, possibly the tape measure was not pulled tightly in pics with it. Suggest using size labeled on tag.

goodolejim @nolanlight updated the photo and it looks like it’s 17” across. I do accept returns, and since this is a strange circumstance where the tag says 31 but the tape measure says 17” across, I’d be ok if you needed to return them, if you decide to purchase
