Does the waist measure to 16 inches when laying flat? Since it could fit a 14 would these be too big for a size 12?

@zeppelinspeach hi, the waist measures 17 inches straight across. It’s quite a rigid cotton so will fit a 12 more comfortably around the waist but will be quite slouchy on the thighs and legs. I have updated the listing with a picture of the waist measurement.
