No it doesn't. It is a shift style dress meaning it has a slight "A" flare as it goes down. Like a boxy A though. The waist measures 34" in circumference. Have a great day.

The staining is on the inside of the collar. If worn as seen on the mannequin, it would not be seen from the exterior.
