A unique votive holder or paperweight

I can't find any information on this piece it is very unique it's heavy glass the moons are inserted or inlaid rather than embossed outward but they are embossed after their recessed into the glass they do have embossing on the moon itself with an etched glass appearance they appear to be blown with the bubble in it there is a scratch on the inside under one of the moons that is very superficial I tried a black light with it I can't tell for sure if it glows since it's already green it's possible it does glow I'm going to ask a fairly large amount for it be due to the fact that it's so unique however if you understand what it is and you know what it is you can make me any kind of an offer. it's 3 and 3/4 in square
