90s Liz Baker skirt- good condition

The elastic is intact but there’s not a lot of stretch to it. It will give about an inch. Otherwise it’s in good shape. The fibers in the fabric make it look faded in the photos but it doesn’t appear that way to me in person. It’s so soft. I can’t tell if it’s black or navy. Flat measurements: Waist approximately 19in Hip approximately 23 inches Length approximately 34 inches
