80s/90s‎ Blue Pleated Blouse

This beautiful Blouse is new without tags. Came to me in a plastic bag with an envelope of extra buttons pinned on. I believe I am wearing it correctly as I have the tags at the back of my neck, but I wonder if it could be reversed. I left the bow/tie as is as I didn't know what to do with it.
