True vintage 'JC Penny's Fashion' dress from the 70's I'd guess. Beautiful floral design over a nice cream color. It has such a flattering fit with an empire waist, long pleated skirt, and peek-a-boo cutouts along the top of the sleeves. Amazing condition, I don't see any flaws to note.
