6-9mo one- piece swimsuit

I bought this because the price was right for something my baby's going to wear for 3 months...and it's super cute...but it was waaaaay too small. The size tag says 12-18 months. My 14-month-old is pretty petite. Is it a really small-running brand? I'm saying it's a size 6-9 months.
