chic_cycle @margaret1221 Hello! It does have elastic at the waistband, but I measured without stretching the waistband, so with stretching, it would actually have a much larger measurement than I provided. I apologize for any confusion! In addition, I just dropped off the package at the post office for shipping. Please let me know if this will work for you. Again, sorry for confusion!
